FOUNDATION FOR ENVIRONMENTAL DEVELOPMENT AND EDUCATION IN NIGERIA HOLDS ANNUAL LEADERSHIP FOR ENVIRONMENT AND DEVELOPMENT SEMINAR, ON

Mainstreaming The Environment In development Planning in Nigeria

 

With the dawn of the new millennium, environmental concerns as a bedrock to the concept of Sustainable Development have emerged among the most crucial factors influencing development planning in most countries around the world. 

An analysis of the planning effort in Nigeria brings out the relative low attention paid to the issue of sustainable development.  Until very recently, the issue of environment and sustainable development has not featured in our development planning exercises in spite of the fact that the Nigeria environment is endowed with natural resources capable of satisfying the needs of the society. 

There has therefore, been identified an urgent need to redress this economic-ecological imbalance in order to usher in a more revolutionary, dynamic and modern approach to development plan preparation and formulation. 

It is in its quest for this paradigm shift that the Foundation for Environmental Development and Education in Nigeria (FEDEN), a foremost non-governmental organization in the promotion of awareness and education on environmental issues in Nigeria is organizing a two-day seminar in collaboration with the Leadership for Environment and Development (LEAD) International, New York, USA with the theme “Mainstreaming the Environment in Development Planning in Nigeria”.                                                                                            

The seminar which comes up between July 25th and 26th, 2000 at the Auditorium of the Chartered Institute of Bankers, PC 19, Adeola Hopewell Street, Victoria Island, Lagos, will also feature the presentation of the new set of Fellows of the LEAD Programme in Nigeria by the National Programme Director, Professor Adeniyi Osuntogun. 

Three keynote addresses will be presented altogether.  Two will be presented by the Minister for Environment, Dr. Hasan Adamu, and the Chief Economic Adviser to the President, Chief Philip Asiodu.  While Dr. Adamu will focus on “ Greening the National Development Plan: An Agenda for New Millennium”, Chief Asiodu will concentrate on the theme of the seminar, “Mainstreaming the Environment in Development Planning in Nigeria”. 

The third keynote address on “Incentive for Promoting Corporate Environmental Responsibility in Nigeria” will be presented by the Commissioner for the Lagos State Ministry of Environment and Physical Planning, Arc. Ibrahim Kayode Anibaba. 

A welcome address will be presented by the Chairman, National Board of Directors, FEDEN/LEAD – Nigeria, Professor Akin Adesola. 

The two-day event which is being organized to generate thought-provoking ideas will feature paper presentations and discussions by professionals from diverse but relevant disciplines. 

For instance, the Director General of the Nigerian Institute for Social and Economic Research, Professor D.O. Ajakaiye will present a paper on “Fiscal/Economic Instruments for Promoting Environmental Sustainable Development Planning in Nigeria”.  While Professor S.A. Adamu, a one time Sole Administrator of the Federal Office of Statistics and Chief Executive  of the Ibadan-based firm of Messrs Samuel Adamu & Associates Limited will speak on “Taking Stock of Nigeria’s Environmental Resources for Contemporary National Accounting in the New Millennium”.  Also Mrs. F. Saad Abubaka, Member, Federal Judicial Commission and Member, LEAD – Nigeria Board of Directors will make presentation on “Policy Measures for Promoting Environmental Sustainable Development Planning (ESDP) in Nigeria”. 

The last segment of the presentations will feature papers on “Accounting for Land Degradation and Pollution in National and Corporate Balance Sheets in Nigeria; and Factoring Environmental Costs into Oil and Gas Earnings in Nigeria”.  The presentation will be made by the duo of  Dr. S. Eremie of World Bank, Garki, Abuja; and a Cohort 3 LEAD-Nigeria Fellow of LEAD and Manager, New Ventures, ELF Petroleum Nigeria Limited, Lagos, Mr. A.A.O. Abolarin.                                                                                                            

The various sections will be chaired by members, LEAD–Nigeria Board of Directors.  For instance, Chief (Mrs.) O.M. Benson and Dr. O. Fafowora will take charge of the two paper presentation sessions.  In the vein, Dr. A. Lamorde and Dr.(Mrs.) O. Aribisala, will share the Communique and Associates’ Syndicate Sessions respectively. 

The Leadership for Environment and Development  (LEAD) Programme is a global independent, education foundation, originally set up in 1990 by The Rockefeller Foundation, to provide continuing education for outstanding early-to-mid-career men and women in both public and private sectors, introducing them to issues of the environment and honing their skills as future leaders who will deal with these problems.  It selects through an open and competitive process, individuals in each LEAD country and region, ho are identified as potential leaders in their chosen professions.
